One time event? Does this mean it is possible to miss out on it? I'm anxious for more news! :)

From what I can tell it looks like they are planning monthly events. This shows Mad King for October, Lost Shores for November and December is upcoming. So in November we get to find out something in the Sea of Sorrows.
I'm very impressed with ANs update plans for content. It's almost as if Trion Worlds has set a standard on the content update schedule that everyone else is trying to meet as a baseline. Can only be a good thing if you ask me.

Here's their current information on the event. https://forum-en.guildwars2.com/forum/info/news/Lost-Shores-Heads-Up Looks like they'll be adding a new area or adding something new in an area by the sounds of it, which would be fun, and the final event will be an all day thing which will be fun. As far as December it will be Wintersday (That's their version of christmas, at least that's what it was called in GW), it should cover both christmas and new years in my experience.
Does this mean they expect to run an event or add in new areas every month?
I'm not certain, though in GW1 they did major holiday's and some minor ones (like international talk like a pirate day), so usually something going on every month or two at least, granted some of the smaller holiday's like St. Patricks day they just added festive loot to the loot tables like four-leaf clovers and green ale for example. They were still fun and the major holidays consisted of multi-day events like halloween did this year.
I wouldn't expect new areas overly often though events both large and small you can expect every month or two.
