Howdy, I know some folks weren't able to get onto Excalibur right away and have higher level toons on other servers (like myself and Briin and we were able to transfer those characters yesterday for free with little issue). Transfers are open for free from 10/15 through 10/21 for anyone looking to move to Excalibur.
Are you sure that people can transfer onto Excalibur? I read through the information and it looked like they were not allowing transfers onto a small number of servers because they were full.
That was a warning, not a restriction. They're just informing people that if they choose to move to those servers, they will most likely experience crowding issues, queues, performance problems, etc.
As an addendum to what I said above about no transfer restrictions for any server, I do believe that they are implementing the same character creation restriction policy that they've always had in place. That means that Excalibur might be temporarily closed, based on concurrent logins at a particular time.
Late night/early morning (PDT) continues to be very light, so that would be the best times if anyone finds themselves unable to transfer during prime time hours.
