I'll reply here as soon as I can as trying to get a friend's 2 characters created for him while he is asleep (fellow GSCH, Praehard, who finally got a working PC) as we just bought him FFXIV the other day.
It could be soonish as there is now only 4 servers locked but in the last hour there was at least double or more of that. In the last 5 hours, it has gone from half the servers closed to now 4 left.
As of this very minute, the server is accessible for new characters. Marrra has gone into Excal to find you Fym, but you must be asleep at present.

Unfortunately, I was asleep. Now most of them are locked. I will try getting up in the middle of the night and see if I can create a character then. I am guessing they are hoping to attract people who play during the lower population times.
PS. Is there a way to see which are locked without having to go through the character creation process?
Seems that way - I created mine at 2am pst.

Not that I am aware of. If there was an app or a site, people would be eyeing them 24/7 and I think they'd close even faster!
The post on the Launcher that they have for Character Creation Status isn't really updated accurately anymore, last night it said Excalibur was closed, yet I made a toon. They shut down character creation based on concurrent connections. Since Excalibur is one of the most populated NA servers, do not try to create during NA Prime Time, or even EU. Try creating during late night/early morning PDT.
So far, I have been able to fill all 8 of my allotted slots with characters. Yes... that's right, I did say 8. I had 9 character models that I created pre-Launch with the Benchmark, so I went ahead and made 8 of them into characters.

TL;DR: Try creating new toons after 10pm PDT, although I created all of mine after midnight.
I was able to create my new toon this morning at 1:00 AM. I left my computer on the world selection screen and just refreshed every hour or so.
Actually, now I am thinking that maybe I should make a few more alts just in case!!

Excalibur was open for new characters this morning 8:30am sunday 9/29
I was able to create a new character on Excalibur on Monday morning, 9/30 at 7:15 EST.
No one should have any problems with creating a character on Excalibur now, because I've not only fill all 8 of my character slots, but I've even been deleting and re-rolling a few of them over the last week or so.
I have now created 3 alts at 3 different times, so character creation is definitely possible if you are persistent.
