You can't ICly worship or praise Talos

TESO takes place in the middle of 2E, waaay before the birth of Tiber Septim, who was born late into the second era. As of now, there are only 8 divines as Talos has yet to exist.

And even if Tiber Septim did exist ingame, he didn't ascend to godhood until after his death in 3E 38.
