It is true that you can be infected at any level (I was infected at level 2, 8 and 40) you most likely will not be able to complete the quest (level 38) until much later. The earliest I was able to complete the quest was level 35, the mob you have to beat (which will be one of three varying types) is an elite level 42. I have tested Werewolf out extensively on three different toons during beta so if anyone has any questions feel free to ask. I am working on a more in depth guide but need to confirm any changes that were made between Beta and Live.

I can confirm on the live version you can get infected as low as level 7, but you won't get the quest until level 35, saddly :c
