No, to order you have to have enough family vault credits - in your minibar at the top of the screen this is the number after the key symbol. Fellowship points - claiming events posted on the site that you joined in - will convert into a set number of vault credits. Anything you claim that you actually did with the family will give you the credits towards ordering things.
As you make things you gain crafting ranks, so at first you can only claim a certain number of tasks at one time and this increases as you do more and gain rank as a crafter. This will be indicated by your Artison Points - the points after the hammer symbol on your mini bar. Crafting will also add some points to your vault points.
So you can start claiming orders at any time. Once the marketplace is setup there will be some written explanation and, of course, people to help you through it. I know I'll be doing my best to help build the thing, so will more than likely be able to answer questions once we have the thing going for you all. I'm not sure but we may get a foundation in and then have a way for people to gain discovery points for adding 'recipes'/items like we did with GW2. Not sure on the details as we have to hammer them all out yet beyond the foundation we have compiled already behind the scenes. =)
To see what we throw into our marketplace, go check the one currently in use for GW2. ESO will probably be similar in feel, but definitely different to accomodate the distinct crafting system of the game.
