Curious about Lore books in game.....

I realize some people here have been more questing savy then me for the beta so I have a question,  the lore books that were scattered all over Nirn, they are usually stories about parts of the history of the game. They are clickable and 

say lore discovered the first time you use them. 

A. What do they do exactly, do they give skills exerperience? 

B. Is there a time they should be read, such as after completing the undaunted quests etc? 

If anyone knows I did try to research this a little but I didn't see a definitive source of information on this topic.

Finding Lore Books is how you increase your level w/ Mages Guild skill line. I do not know if the ones you read before joining count for progress (but it's really easy to join the Mages Guild immediately after the tutorial now).

I think it might be the in game guilds this advances, Mage, Fighter and Undanted. I didnt notice how much these effected things. 

Right - you don't see that "Lore Discovered" message unless you are in the Mages Guild. Once you join them you seek out lore books to advance your rank and unlock benefits.

In your quest screen, go the the achievements tab.  It is there that all the lore books in the game are kept track of and which ones you have found.  The only way you advance in the main Mage's Guild quest line is through finding these books.  Don't confuse these with the books you can find on bookshelves which have a chance of granting a point in some random skill line.  Also, as a nice feature on that same tab, you will find a section that tracks all the skyshards you have found and gives you clues for ones that you haven't found yet.

From what I saw when reading books before you join - they don't count.  I read 3 before joining and then after joining the Mage's Guild - it didn't advance on me - whether that was a bug or as intended not sure.  What I didn't look at was to see if it was in my Achievements - but I have a feeling it wasn't.  

My understanding is that lore books might spawn in different locations for your character so you have a chance to find them.  I base this on being with a group and someone shouted "Lore book over here!" and they all ran to it - when I got there -no "blue glow" book was visible.  I had already discovered a lot of books in the area - and there are only so many to be found.
