It does not work at all or makes everything worse.
I would not use it. If you have issues keeping a good frame rate, then 2 options. Lower graphic details or upgrade CPU/GPU (this will vary on the game, as some is more CPU or GPU dependent.) ESO is CPU bound, as it will determine the game performance.
