Rogue tanks, as of 1.8, were nerfed in a hotfix.  Here is an Article explaining.

Trion has replied to complaints about the nerf stating that it's not going anywhere any time soon, and that the best way to deal with the nerf is to change your build.  They attempted in a hotfix to solve some of the issues, but the aggro issue is still there and their planned changes are still going to cut down on threat production.

Below are a few links about this issue, including a helpful guide to refer to.  I'm no MMO veteran or someone who studies stats and numbers closely, so please note that these guides are just results linked in forums as good ideas for fixing builds to adapt.

Quote made by Trion employee, a rogue tank:

"Really sorry about the inconvenience and annoyance, friend.

I brought my test Rogue over to live to take a look today, since I wanted to see the impact of these changes myself. Got a chance to check experts and a master (no raids though). Similar gear to what you describe; Maybe a half tier better, but definitely not a BiS test character or any such.

Here's something that could help you in the meanwhile, if you're talking primarily about experts:

Move some of the Bard into Bladedancer. I tested with (51 RS, 10 BD, 5 Bard).

Enough BD to get Strike Back (reactive damage every time you parry/dodge) and Twin Strike (can be macro'ed in with Rift Disturbance for an always-up AE builder).

Can also then use BD's self-heal finisher and its AE finisher when you have spare combos to spend, since those both indirectly add threat to multiple targets as well, which then gets multiplied by the threat mod from guardian phase.

It was able to dungeon smoothly, despite the changes. It's a lot less reliant on Reflect for threat than RS/Bard is.

If you're talking about experts, and you religiously port in to open, and port often enough to keep Planar Vortex running, you should be a lot better off on threat in experts. (The threat mod on Vortex being as massive as it is.)"
