I'm seeing an issue in the Rift Marketplace both last night and today on two different computers. All of the available work orders show "character not found" under the "Send Item To" column. I am at work at the moment and so have not tried claiming a ticket to send an order to anyone to see if the name shows up after accepting the order or not. Just thought I'd bring it to someone's attention.
For what it's worth, both machines run windows 7 Professional 64-bit and google chrome browser.
