I thought the purpose of that video was just to make fun of those that find the puzzle difficult.
From the description "Made this just to mock people on the forums saying this puzzle is badly designed, anti-fun or has many issues."

I finished the puzzle just under 2 hours in...(on 4 characters so far, yes I liked it :P), and Norn, though not Charr *do* have a definite advantage, with Asura being the hardest by far, as you can't *see* your character if there are Norns/Charr or even larger humans with armor in the puzzle. A few tips I learned were during the initial jump from the waiting platform, try and jump onto the wider debris to the left and then onto the debris (not the gear) below with a long jump, it saves a bit of time. For the jump after that with the mini stairs (4 or so blocks) jump to the second one only and then jump onto the debris to the right. When jumping on gears, it's much *much* easier to aim for wanting to be caught on the "tooth" of the gear rather than a flat portion of the gear, you can always jump/jump over the teeth but you can't jump back if you slide down the gear's face. When you come up to the portion with the two parallel beams, and it doesn't look like you have anywhere to go, look down, you should see the fake chest, 1-2 seconds later platforms will spawn next to it, time your jump and land on the debris below (try to avoid landing on the chest's platform, you might not make it out of the gas), and *then* jump onto the broken gear (tricky without sliding), and a few beams later you'll make it to the top of the tower with a small staircase. On top, the clock tower is spinning quite fast, and after you're up there it might spin one to two times before you see the clock face explode. Time your jump to jump *into* the clock after it's exploded, and you'll be done :D.
Yeah I find sometimes the hardest parts can be at the start, when everyone is clumped together... You also feel mentally more stressed or compelled to mess up when bunch of people are around you, so far I am always alone after about 50% of the puzzle -_- I am sure a lot of people will master this soon enough though, i forgot to mention the rewards:
1) first success, some exotic boots with magic find and the made king rune (un-salvageable)
2) later on successes, 7-10 ToT bags !

Wish I had more time to practice this. I only got to try it a few times with my Char before I had leave for something and I'd definitely like to try again with another race. I'm not great at jumping puzzles, but my huge Char I always seem to have more difficulties with on jumping puzzles. I didn't get very far at all in the few times I tried... lol. My first attempt I was just looking around at how cool things were when I got swallowed by the haze. I probably should have taken note of the whole tick-tock aspect of it. ;)
@ Kalizaar yeah its been noted that charrs, norns and asuras naturally have a harder time to at jumping puzzles :( especially once a while you run into weird camera angles on these races for the clock tower! Anet' JP developer for this puzzle already apologized for making it so hard this time around, in the sense that some people weren't able to enjoy the puzzle, with the apology he stated they are leaning away from making difficult stuff like this in the future...
