I noticed a few people hadn't seen this change but if you purchased any of the unlimited harvesting tools you can now convert them from soul bound to account bound by visiting the Black Lion Weapons Specialist and trade them for account bound versions.
Also, i read on the forums that if you purchased multiple sets anet will supposedly refund the cost of those if you open a support ticket. I haven't done that so i'm not 100 sure.
