I am actually doubtful that any mod that permits quickly switching out 3 weapons for swapping will not be permitted - if it still works at launch (and many mods have already become "banned") it will soon be taken away. The devs have consistently stated that they won't allow mods that give one player and advantage over another who doesn't have the same mod equipped - this would seem to be such a mod.
Just my thought...
Now - weapon swapping as is - works instantly and is just fine. I have swapped out with 3 different weapons and will probably have 4 weapon sets in my inventory. BUT - you can only change out the two that you have equipped when you are out of combat - and then it is easy to redo skill bars also.
Sorc during beta I used Resto, Detro, and Bow - usually I had bow/Destro equipped while running around but would swap out Resto for one of the other two and swap out the appropriate skills depending on the mob I was fighting. On my NB I would go with Bow/Dual Wield/Destro and also swap out depending on the mob.
Mobs have different resists - just like players will also - and once you find a chink in their armor it is best to use that chink to your advantage. Some mobs really hate fire - that is why I used the Destro Inferno staff (and there are also those that hate frost/shock) so I will also carry all three staff types with me.
Some mobs don't react at all to my poison arrows - so no need to try them - although they will eventually die - takes a lot longer.
This is the main reason for carrying multiple weapon types - and might be a good reason to also carry several pieces of armor with different resists on them. I have died - changed out weapons and a couple of armor for different resists - then went back to easily win the battle. It will be interesting to see what happens in AvA and learn what most people are using for resists. I have a feeling that spell resist will be high on the list since we all have skills that require magika - and are thusly - spells. It should be great fun to get it figured out. :)
Edit:
I just read about the outfitter mod and it doesn't seem to be a mod they would have a problem with since it works just like doing it yourself but does it automatically - out of combat. So it is a time saver but not something the Devs should care about unless it glitches into something to allow during combat.
