If you are having issues with the ESO freeze screen problem you can try the following:
Edit the following file using a simple text editor -> C:\Users\\Documents\Elder Scrolls Online\live\UserSettings.txt
Find the following parameter: SET RequestedNumThreads "-1"
Change the parameter to: SET RequestedNumThreads "0"
Meta: Freeze; Screen; Glitch;

according to the discussion on tamriel foundry that is it exactly.
ESO development is reporting some users are hitting this problem and that its an issue on their side. Some folks have worked around the temporary hang by openning C:\Users\YOURUSERNAME\Documents\Elder Scrolls Online\live\UserSettings.txt and changing SET RequestedNumThreads “-1″ to SET RequestedNumThreads “0″. This disables ESO from sharing part of the main load on a secondary thread (which acts up on some multi-core processors).

it fixed my hiccup issue too :)
