I don't think raids in GW2 will be as simplistic as tank-heal-dps. Just like in dungeons/fractals, folks will be responsible to move and dodge at the right times and in the right ways. Fields will still need to be finished upon for self-healing and buffing. And DPS will be needed too, of course.
Beyond that, we'll need someone in the raid to do [something helpful] at particular points in the fight. And all classes are able to do some of those helpful things. So my guess is it will be much more about really knowing the fights, coordination and willingness to do whatever [helpful] needs doing -- not a specific class makeup. Your raid just has to have its [helpful] tasks covered:
- interact with encounter-specific items or mechanics
- if not tanking, Taunting (a new mechanic) at the right time
- reflecting or otherwise managing projectiles
- breaking breakbars or defiance
- clearing conditions and stuns for the raid
- buffing with might, fury, alacrity, stability, etc
- debuffing with slow, weakness, vulnerability, etc
- if not direct healing, water fields, area regen, life transfer
Certainly we'll still see a meta because some folks like speed clear and other folks prefer to just copy them instead of really learning the content. But I doubt it will be necessary once we know the encounters. People just need to be flexible enough to do some of that helpful stuff.
