Is there a player skill that would cause me to change my target? I was in PvP, against a ranger, and my target kept changing to his pet, which was a wolf of some sort.

If you're applying a cc skill, I think it wil auto change if the ranger is traited that way. Or the ranger could have used their stealth skill. Beyond that, I'm not sure, as I don't go to pvp on my ranger.
There is a trait as a Ranger that inflicts Taunt on a target when you use one of your pet's skills(f2). So that would probably be why your target kept changing.
